With waivers, when someone drops a player they are considered on waivers before becoming a free agent. With that being said, anyone that is dropped is on waivers for some quantity of time, usually a few days. Anyone that is a free agent can be picked up immediately by any team, but, anyone that is on waivers has to wait until the waivers period is over before being placed on a team. If only one person tries to pick him up he will be placed on that team after the waiver period. If more than one person tries to pick him up, then the person with the lowest waiver number(highest priority) gets to pick the guy up. Usually the lowest number is the team that had the last draft pick or the team in last place depending on the settings.
